What are BAG mutations?

The analysis shows that especially Flevoland and Drenthe lagging: almost 12% of all buildings there have an unrecorded mutation. Also in Limburg (11.8%) and Zeeland (11.5%) backlogs are high. Municipalities in North Brabant do relatively well, but still lack average 5,22% of all mutations.
