Municipalities miss out on millions due to missing BAG mutations

Many Dutch municipalities unwittingly miss out on substantial amounts of WOZ income. The cause? Missing or overdue registrations in the BAG (Basic Registration of Addresses and Buildings) and BGT (Basic Registration of Large-Scale Topography). Our most recent analysis shows a total of over 963,000 building changes have not been processed in these administrations.

What are BAG mutations?

BAG mutations are changes to buildings that municipalities must register, such as:

  • Additions or dormers
  • Newly built houses and business premises
  • Outbuildings and barns

When these movements are not recorded in time, municipalities have an incomplete overview of their property stock.

Financial implications for municipalities

The impact of overdue registrations is significant:

  • Municipalities miss an estimated 36 million euros in OZB revenue.
  • Per municipality, this can amount to as much as EUR 1 million per year.
  • In addition to revenue losses, municipalities are also steering towards obsolete information in spatial planning, supervision and enforcement.

Large differences between provinces

The analysis shows that especially Flevoland and Drenthe lagging: almost 12% of all buildings there have an unrecorded mutation. Also in Limburg (11.8%) and Zeeland (11.5%) backlogs are high. Municipalities in North Brabant do relatively well, but still lack average 5,22% of all mutations.
