The cause? Missing or overdue registrations in the <strong>BAG (Basic Registration of Addresses and Buildings)<\/strong> and <strong>BGT (Basic Registration of Large-Scale Topography)<\/strong>. Our most recent analysis shows a total of over <strong>963,000 building changes<\/strong> have not been processed in these administrations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading blog-headingh2\"><strong>What are BAG mutations?<\/strong><\/h2>\n\n\n\n<p>BAG mutations are changes to buildings that municipalities must register, such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Additions or dormers<\/li>\n\n\n\n<li>Newly built houses and business premises<\/li>\n\n\n\n<li>Outbuildings and barns<\/li>\n<\/ul>\n\n\n\n<p>When these movements are not recorded in time, municipalities have an incomplete overview of their property stock.<\/p>\n\n\n\n<h2 class=\"wp-block-heading blog-headingh2\"><strong>Financial implications for municipalities<\/strong><\/h2>\n\n\n\n<p>The impact of overdue registrations is significant:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Municipalities miss an estimated <strong>36 million euros in OZB revenue<\/strong>.<\/li>\n\n\n\n<li>Per municipality, this can amount to as much as <strong>EUR 1 million per year<\/strong>.<\/li>\n\n\n\n<li>In addition to revenue losses, municipalities are also steering towards <strong>obsolete information<\/strong> in spatial planning, supervision and enforcement.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading blog-headingh2\"><strong>Large differences between provinces<\/strong><\/h2>\n\n\n\n<p>The analysis shows that especially <strong>Flevoland<\/strong> and <strong>Drenthe<\/strong> lagging: almost <strong>12%<\/strong> of all buildings there have an unrecorded mutation. Also in <strong>Limburg (11.8%)<\/strong> and <strong>Zeeland (11.5%)<\/strong> backlogs are high. Municipalities in <strong>North Brabant<\/strong> do relatively well, but still lack average <strong>5,22%<\/strong> of all mutations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading blog-headingh2\"><strong>Automatic change detection: the solution<\/strong><\/h2>\n\n\n\n<p>Many municipalities still use manual checks or field surveys.
